Yes. GIFs and Emojis can be switched off within the content editor toolbar for different audiences.
If you're a System Manager, you can easily switch them off by going to the Actions Button > Configure > Site Settings > Branding > Content Editors. For the audience you need to switch them off for, select the three dots > edit and untick GIF Picker and Emojis.
