You'll find the Action button (a small circle with 9 little squares inside) right up in the Oak header, near the search icon.
Depending on your permissions, clicking this lets you Create, Upload, Manage, and Configure things.
Can't see it? Your intranet might be using a different layout that tucks it away. Just tap the three stacked lines (the burger menu) in the top-left corner to open up your options.
