Yes. You can restrict file downloads to users within a specific IP range.
Go to Actions > Configure > Site Settings > Access and add a new IP zone using the Start and End IP addresses provided by your IT team. Give the zone a name and select Submit.
Once the IP range has been added, enable Restrict downloads to configured zones.
